* refactored uncommanded descend quadchute
- use fixed altitude error threshold
- compute error relative to higest altitude the vehicle has achieved
since it has flown below the altitude reference (setpoint)

* disabled altitude loss quadchute by default

* altitude loss quadchute: added protection against invalid local z
