topic_listener: avoid code generation, use existing metadata at runtime

This reduces flash size for v5 by ~110KB, the topic listener now only adds
about 1.2KB.

rate limit most parameter_update subscriptions
...
- parameter updates can be quite expensive because they trigger nearly all modules to reload all of their parameters immediately
- limit modules from updating faster than once per second
