feat(docs): update release notes for logger rework

Browse Source 
Add Debug & Logging entries and Read Before Upgrading notes for the
SDLOG_ROTATE addition, SDLOG_DIRS_MAX removal, the SDLOG_MAX_SIZE
default change (4095 -> 1024 MB), small-flash storage support, and
the new mklittlefs systemcmd.
