EKF2: rotate vel on heading reset (#25753)

* correct NED velocity according to yaw reset to keep "body-velocity" consistent
* add unit test velocityRotationOnYawReset
* '[AUTO COMMIT] update change indication'
* dont adjust velocity on yaw-reset when NE aiding active
