mavlink: implement COMPONENT_INFORMATION

Browse Source 
- implement COMP_METADATA_TYPE_VERSION & add component_version.json.gz to
  ROMFS for all targets.
- implement COMP_METADATA_TYPE_PARAMETER (only enabled for SITL currently)
